Starting April 1, the first phase of the Temporary Foreign Workers Protection Act will help protect foreign workers on the Island by strengthening their rights and making sure they are treated fairly at work.
The Act was passed in spring 2022, with consultations on regulations, including recruiter licensing, held in summer 2024.
Key changes taking effect:
Recruiters of foreign workers must be licensed.
To qualify, they must be a law society member, a Chambre des notaries du Quebec member, or a registered immigration consultant.
A $100 application fee applies.
Licensees must provide a $10,000 security deposit.
